The Malta Residency by Investment law, officially called the Malta Permanent Residence Programme, enacted in 2014 and further amended in 2021, serves as the program’s foundation, outlining the necessary qualifications and investment requirements. The act establishes the Malta Individual Investor Program Agency (MIPA) as the governmental entity administering the program. The MIPA Rules of 2014 outline the step-by-step procedures for application and approval.

Investment security
Malta has one of the most comprehensive due diligence procedures in the industry for its residency program, supporting program integrity and investor confidence.
Beginning the process
Next Citizen’s professional team assists with document collection and pre-screens your passport to confirm eligibility. You sign a retainer agreement and make a down payment for professional fees to start.
Once the application is ready, we submit it on your behalf. At submission, you pay Government Processing Fees, Due Diligence Fees, and submission invoice. You also pay part of the administrative fees (EUR 15,000 out of EUR 60,000).
Government evaluation & investment process
After submission, you receive a one-year temporary residency permit. MIPA assesses eligibility and reviews financial, criminal, and medical records.
MIPA conducts due diligence on investment and source of funds (may include interviews and financial record review). The government decides within ~60 days. After approval, you proceed with donation and/or real estate steps, and remaining government fees are settled (as per invoicing process).
Receiving your Maltese residency
If approved, the applicant is issued a residence permit (valid for one year) and can be renewed for a further five years according to program conditions.
Processing time can vary depending on due diligence and the individual case.
Non-EU citizen
The applicant must be a non-EU and non-Swiss citizen.
Real estate investment
Make a qualifying investment through one of the available options with a licensed government agent.
Good character & funds
Clear criminal record and sufficient resources.
Capital assets not less than €500,000 (min €150,000 financial assets) or €650,000 (min €75,000 financial assets).
